Proposals for school BUILDING at Rosehill
In February 2019, the Department of Education (DfE) appointed Wates as its design and build contractor for the new secondary school and special school proposed for the disused all weather pitch and part of the southern end of the Sports Village at Rosehill Recreation Ground.
Wates developed and consulted on plans for the new school building, ahead of submitting a planning application to Sutton Council. On 3 April 2019, Wates staged an exhibition at Sutton Sports Village showing its initial proposals for the new secondary schools and answering questions and seeking views on the plans. Between 4 and 12 April 2019, the Wates plans were made available on the Greenshaw Learning Trust website, as well as a feedback form so that people could submit their views to Wates. Wates hosted a further a public drop-in event for people to view the planning application on Tuesday 2 July 2019.
Feedback from visitors to the events and from Sutton Council was used by Wates to develop the plans further before the planning application was submitted in June. Sutton Council formally received and validated the planning application and published it on the Council website on 25 June 2019. The planning application was considered at a meeting of Sutton Council’s Planning Committee on 10 September 2019, at Holy Family Church Hall, Sorrento Road, Sutton, SM1 1QU. After lengthy discussion, and hearing from Wates about what it had done to address concerns about the application and from objectors, the committee voted to reject the proposals.
It was anticipated that if planning permission for the permanent school building had been granted by Sutton Council in September 2019, the Greenshaw Learning Trust would open the secondary school in September 2020 in temporary accommodation to meet the need for school places; but as planning permission was not granted, the DfE will not provide funding to open the school in September 2020.
Wates, on behalf of the DfE, lodged an appeal against Sutton Council’s refusal of planning permission. The public inquiry to hear the appeal against the refusal of planning application for the proposed new schools was scheduled for March 2020, but was postponed due to COVID-19.
The Government Planning Inspector held a virtual public inquiry in September 2020 to hear the appeal against the refusal of the planning application for the proposed new schools at Rosehill. The inquiry received evidence from Wates, the contractor who designed the new schools, Sutton Council and members of the Rosehill community.
The Inspector leading the inquiry is producing a report for the Secretary of State, who will make the final decision on whether planning permission for the new Sutton Schools will be granted. A decision is expected by February 2021.
